A neglected neighborhood, forsaken by the city government, is shrouded in smoke clouds. An arsonist secretly sets fire to buildings and factories, while the residents battle to extinguish the inferno. In their despair and fatigue, they seek help from a motorcycle gang from a nearby town to catch the pyromaniac. But their leader, a sinister and ruthless villain, has a hidden agenda.
